 According to Romano, Rome's offer of 22 million euros, Wesley was rejected, and Flamenco wanted 25 million euros.  Romano wrote: "Wesley insisted on joining Rome, after he rejected Zenit's offer, and the offer of 22 million euros proposed by Rome was also rejected by Flamengo."   "Since last week, Wesley and Rome have reached a comprehensive agreement. Flamengo hopes to receive a transfer fee of 25 million euros, the same as Zenit's offer."
